How easy (or difficult) is it to provide naked ADSL

I am currently trying to get consumer governing body to force a local telecoms company to provide naked ADSL. The teleco claims it would be too expensive and would require massive system changes. Currently they only provide ADSL with voice service and are obviously charging two access fees. I have two questions that require technical answers.
1) Are they lying, would it really be more expensive to provide naked ADSL?
2)What changes would be required and would it be a massive system change for the teleco?

Any help in this regard would be greatly appreciated.

Hello,

I’m going to give you my opinion based in what I know about telco operators in my country (Spain).

1) Are they lying, would it really be more expensive to provide naked ADSL?

In few words, yes, they are lying. Telco traditional operators have a huge interest in providing traditional voice and broadband together because it provides fix extra profits even if users are not interested anymore about CS voice services.

In Spain, for example, NRA imposed to the incumbent telco operator a “nacked ADSL” in order to allow third parties to sell this service. The result was that the incumbent operator blocked residential naked DSL plans during one year. Then, the NRA forced the application of this service after imposing a penalty to the incumbent operator (because that delay was not justified by technical problems with the service but with a lack of commercial interest in providing such a service). Something similar happened in other European and non-European countries like Australia.

2)What changes would be required and would it be a massive system change for the teleco?

The telco operator network remains the same, they only difference is that they don’t activate the CS voice service.

which telco are you referring to ? I am new to this site and here at at&t in Florida we've offering "Dry Loop" DSL for years

Since I posted this question, the company I am referring to has come out and said that they must charge a voice access portion as it subsidizes the cost of the ADSL line.

I am from South Africa and

I am from South Africa and here we only have one fixed line operator. The company's name is Telkom and they have been sucking our country dry for years. I think the biggest reason they have been allowed to get away with this is because our government owns a large portion of the company; half if I'm not mistaken.
