How long does it take to install a USSD Phase 2 gateway?

Hi, a mobile network operator that I am about to use for a USSD application has pointed out that the application requires USSD Phase 2, whereas they only use USSD 1 at present. Apparently the network is ready for USSD Phase 2, but the gateway component is missing and will take several months to configure/test, etc. I don't believe that the MNO is being honest with me, do any experts out there have any realistic estimates on how long it would take to install such equipment - or perhaps know of any case examples? The equipment they use is all Alcatel to my knowledge - but they won't tell me whether the bottle neck is with themselves or Alcatel
