how our cell identify the operator frequency..

i m in confusion how our cellfone identify operators frequency in new network where the present operator is not available like any of Idea customeer goes to US and when he switch on his fone he goes in roaming and his roaming charges deduct according to roam operator or Idea operator

All the cell phones are preconfigured to identify the compatible frequencies available in that particular location area. However to access the compatible network the said operator must have a roaming tie up with a local telecom licensed operator. And the roaming charges will be deducted as per the home operator tariff.
