I am bit unclear about what you are trying to achieve, are you looking forward to build an ASP which will then send SMS to handset by connecting to a network operator.
If your intention is to build ASP then you can use SMPP to connect to a network operator. ASP normally earns money by charging the receipt of the message.

Initially you need to have SMPP channel from any of the telecom operators or Bulk message providers.Then you can build your application open source SMPP API's(eg.Logica SMPP 3.4 ) on any of the platforms.
