The reason why I am here is that I need to know MAP protocol packet format.
I've downloaded MAP Specification from 3gpp here http://www.3gpp.org/ftp/Specs/html-info/0902.htm.
Looking through the hundreds of pages I didn't find packet format.
I want to try to write software HLR.
Please, point me, where I can get that information ?

You refer Annex B part of the specification. It has the ASN.1 message format for each MAP message. let me know if you required more help

Another one question. How do people test their HLR while in development ??? Is there any kind of software or this purpose ?
you can develop some simulator or can buy the testing box like netspectra If you need we can help you in developing HLR simulator

If you are going to develop HLR simulator the you need to implement all response MAP messages for HLR service and small database which will have entry of all mobile users information on the basic of IMSI/MSISDN. let me know if you need more clarification

my task is to implement the api for map-any-time-interrogation service with MAP/TCAP. so it is enough to simulator the response from HLR and decoding it.
could you send me some example ans.1 code stream for this purpose?
