AT&T Transfer and Connect ?

I have a simple question that I hope someone can help me with. It is my understanding that you can use AT&T's transfer and connect and send a transfer from my AT&T circuit to another carrier that the call center is using. Can anybody tell me if they have done that or know it to be a true statement?......thanks
