Understanding the difference between circuit switched and packet switched networks

Hi,

I'm learning about circuit switched and packet switched networks and had a question. In the case of the ISDN or T1 lines, aren't they needed in order to set up packet switched networks (ATM, frame relay, MPLS)? In other words, isn't the medium for packet switched network a circuit switched network?

In packet switched networks

In packet switched networks the information (user plane or control plane) is transferred in IP packets.

In circuit switched network the information is transferred with TDM, ATM & etc. techniques.

For example, LTE/SAE networks are fully packet switched networks.
