How to make change in running-config effective on CISCO ITP IOS 12_4(15)SW3

Dears,

I have made some changes into running-config but they seem to not be taken into account.

I have set "sls-shift 2" parameter into cs7 linkset but when I'm sampling the SLS, they are not loadbalanced.
Do I have something else with the running-config ?

Your help would be appreciated ;-)
