I'm currently working on a piece of software for sending Nokia ringtones (OTA) in both GSM (European) and TDMA/CDMA  (US) networks. Is there any difference in the OTA format as such between the three?

Is there for instance any differences between the maximum message length between the networks?

you can send Nokia ring tones in any network in the same way... the format of the ring tones is the same and the TDMA phones wich support that, will be able to receive  OTA Download Contents (Over The Air download contents). If you see inside a ring tone message you will see these are simple HEX coded ASCII values wich arrive to the phone via the paging channel in both networks. The same is applicable to CDMA.

Nokia ringtone format could be same. But when they are carried by GSM/TDMA/CDMA SMS's the headers introduced for WAP stack differs for each of the GSM/TDMA/CDMA

I have successfully send a ringtong from GSM to CDMA mobile via SCKL format, which is over TEXT.
